WARRANT?

1. (C) Romain Serman, AF-advisor at the French Presidency,
asked us on June 5 how the USG would react if Sudan President
Bashir tried to attend the UNGA in New York later this year.
Serman wondered whether the U.S. would be compelled to take
action, i.e. arrest Bashir pursuant to the ICC warrant and
(2005) UNSCR 1593, or if the USG, not being a party to the
Rome Statute, would accede to Bashir's entry. Serman added
he had no information to indicate Bashir currently planned to
attend the UNGA. He commented that if Bashir turned up in a
French jurisdiction, the Sudanese President would
"automatically" be apprehended pursuant to the ICC warrant.
2. (U) Post would appreciate guidance on a response to the
French Presidency.
