(C) Poloffs delivered reftel demarche May 28 to Arnaud Mentre, action officer for Iran in the MFA's Directorate of Strategic Affairs, and his replacement, Florent Aydalot. (Mentre is transitioning this summer to a new assignment at the French embassy in Moscow.) Mentre noted that the E3 would once again make a presentation on the overall status of the Iranian nuclear program, with an emphasis on outstanding issues and limits to the application of the safeguards agreement. He said the E-3 would also stress, citing IAEA estimates, that Iran's stockpile of LEU is at or close to a "significant quantity" (i.e., the amount required for a nuclear weapon). ¶2. (C) Mentre agreed that a presentation on the EU Common Position could be useful. He suggested that such a briefing should come from the EU Presidency, but questioned whether the Czechs had the capacity to prepare a presentation in time. Nonetheless, Mentre undertook to ask the Czechs to prepare something. He also said he would contact the French delegation to the NSG and suggest that the GOF circulate the two relevant legal texts to other Participating Governments: The Common Position (adopted August 7, 2008) and EU Regulation 1110/2008.
