(C) A/S-Equivalent Stephan Gompertz confirmed to A/DCM on
April 20 that a high-level Sudanese troika would meet senior
French and UK officials in Paris on April 21-22. Sudanese
Presidential Assistant Dr. Nafie Ali Nafie, Presidential
Adviser Dr. Mustafa Osman Ismail and Intelligence Director
General Salah Abdallah Ghosh will first meet Claude Gueant,
Secretary-General and Deputy National Security Advisor Bruno
Joubert at the French Presidency, continue to the UK embassy
to meet FCO Minister of State Mark Malloch Brown, then join
FM Kouchner and Malloch Brown at the MFA for a trilateral
session, with further bilateral meetings the next day.
Gompertz explained Malloch Brown asked to see the delegation
in Paris, as Ghosh is ineligible for a visa to enter the UK.
Gompertz was hazy about Sudanese objectives but emphatic
regarding the need to maintain P-3 unity in the face of the
GoS diplomatic offensive. France, for its part, would drive
home the priorities of CPA implementation and GoS restraint
on Darfur, with a stern warning that Khartoum's intransigence
was pushing southern Sudan toward a 2011 vote for secession.
MFA Sudan Desk Officer Bouvier commented separately to Africa
Watcher that the Sudanese would make a claim to warming
relations with the USG and argue the GoF and UK needed to
adapt their policies accordingly. He claimed there were no
plans for meetings on intelligence matters with Ghosh.
