1. (C) France supports the U.S. candidacy for a seat on the
UN Human Rights Council (HRC),as announced in Ref A, French
MFA IO DAS-equivalent for Human Rights Jacques Pellet told
Poloff on April 2. The GOF is "very pleased" by the USG
candidacy and pledges its support "without conditions."
Pellet reiterated points from the April 1 MFA press briefing,
noting France's hope that U.S. participation in the HRC would
reinforce and legitimize the efficacy of the Council in its
work to promote human rights throughout the world.


2. (C) On a related note, France also hopes U.S.
participation in the HRC will equate to continued U.S.
participation in the Durban Review Conference on Racism
("Durban II") preparatory process in Geneva on April 6-9.
France, while highly critical of the draft text for Durban
II, has advocated continuing engagement. Pellet noted that
France's chief negotiator during the pre-process seemed
optimistic that EU red lines would be satisfied (refs b and
c). Echoing a March 13 statement by FM Kouchner (ref b),
Pellet held that the French are still concerned about
inclusion in the draft text of all expressions of racism,
references to the defamation of religions, and all
condemnation of Israel. Reflecting on a common position
among Western allies, Pellet stated, "U.S. participation in
Durban II improves the situation."
