(C) France is studying ways of approaching the DRC and India
over India's intention to withdraw from MONUC, MFA AF
DAS-equivalent Helen Le Gal said on March 2 in response to
reftel demarche. Le Gal agreed that India's withdrawal from
MONUC would be a very negative development. She commented
that Indian disenchantment with the DRC (and hence MONUC) had
been brewing since last fall. She recounted her
understanding of the growing friction between the DRC and
India as described in reftel paras 8-9. In her view, India
had taken umbrage at various "insults" meted out by the DRC,
which the DRC failed to redress when India requested a
statement of support from DRC President Kabila. Le Gal said
that the GOF had not decided what it would do, but she
indicated that some action would be forthcoming and would
probably involve aproaches to both the DRC and India.
