(C) In response to reftel, MFA Sudan deskoff Thierry Caboche
on December 16 said that France "fully supports your position
on Somalia and the Djibouti Peace Process." Caboche, a
former Somalia deskoff, was covering for DAS Frederic Clavier
and Somalia deskoff Vincent Astoux, both of whom had already
left Paris to attend the December 17 meeting in Jeddah.
Caboche said that the GOF agreed with reftel language on the
need for the TFG to broaden its political base but also
agreed with us that this should in no way result in the
re-opening of the Djibouti Peace Process or the inclusion of
those who might threaten stability in Somalia or the region.
"We are fully in synch with you on that as well," Caboche
said. COMMENT: Caboche's expression of support was about as
complete as we have ever heard on any recent issue involving
that region of Africa. END COMMENT.
