1. (C) On September 16, POLOFF delivered reftel talking
points on the Security Council resolution on conflict-related
sexual violence to MFA Assistant Director for Human Rights
and Humanitarian Affairs Cecile Vigneau. The French requested
additional time to review the demarche and responded on
September 24 with their full support of our efforts,
including the appointment of a Special Representative of the
Secretary General (SRSG) focused on conflict-related sexual
violence, the establishment of a task force of experts, as
well as ensuring more systematic reporting on the issue.
Vigneau stated that the GOF fully endorses the follow-up
resolution to 1820 as tabled by the United States and that
the French have been closely involved in the preparation of
the resolution with the U.S. delegation in New York.
2. (C) France will be represented at the Security Council
meeting on the issue on September 30 by Secretary of State
for Cooperation and the Francophonie, Alain Joyandet.
Vigneau reassured us that the specific details are being
followed very closely in New York by both the U.S. and French
delegations and will be discussed in full at the UNSC session.
