1. (SBU) French MFA Balkans DAS Thierry Guichoux told poloff
September 9 that the French have already registered with the
International Court of Justice (ICJ) their intent to present
an oral statement before the ICJ in the Kosovo advisory
opinion case (reftel). He responded positively to the idea
of coordinating the French and USG approaches to the oral
presentation. He promised to provide us a definitive answer
about coordination after discussing the matter with the MFA's
legal experts.
