1. (SBU) Mrs. Nell Stadwijk-Kappel, Policy Advisor to the
Minister at the Ministry of Foreign Affairs (MFA)of the
Government of the Republic of Suriname (GOS) met with POLOFF
on September 11 to discuss issuing travel documents for
deportees. POLOFF delivered the points in Reftel, to which
Stadwijk-Kappel responded the GOS abides by international
agreements and the GOS fully intends to always accept its
nationals back.
2. (SBU) According to Stadwijk-Kappel, delays are caused by
internal GOS procedures in confirming citizenship. After the
Surinamese consulate in Miami forwards the documentation to
the MFA, the MFA provides it to the Ministry of Home Affairs
(MHA). The MHA tasks the Central Population Registry Bureau
(CBB) to confirm citizenship. She explained that it usually
takes between 6-8 weeks for the CBB to respond to the MFA,
after which the MFA instructs its consulate to issue an
emergency passport for the deportee to return to Suriname.
3. (SBU) Stadwijk-Kappel informed POLOFF that she personally
visits the CBB several times a month and that the CBB is
understaffed with three officials performing a number of
different duties. She said she would immediately contact the
Permanent Secretary of the MHA to relay USG concern and
request that he look into the problem of delayed responses
from the CBB.
