1. (SBU) On behalf of Ambassador Lisa Bobbie Schreiber
Hughes, who is currently accompanying Major General Steve
Doohen, The Adjutant General of the South Dakota National
Guard, on an official trip outside of Paramaribo, Deputy
Chief of Mission, Susan T. Bell, delivered demarche to Jane
Aarland-Nanhu, Permanent Secretary at the Ministry of Foreign
Affairs (MFA) of the Government of the Republic of Suriname.
2. (SBU) Aarland-Nanhu assured the DCM that the MFA would
immediately pass Secretary Clinton's cabled text to Lygia
Kraag-Keteldijk, Minister of Foreign Affairs, in Bariloche.
3. (SBU) Appreciative of the Secretary's letter,
Aarland-Nanhu indicated that the MFA had already received a
read-out of "recent explanation efforts in Brazil" regarding
the U.S.-Colombia bilateral Defense Cooperation Agreement
(DCA). She said the reasons provided in the letter matched
the current GOS understanding of DCA, and helped clarify
several concerns she knew the Brazilians had, implying a more
comfortable GOS position as well, though without offering a
definitive GOS reaction.
