(U) SUMMARY: Post seeks digital video conference speakers for two DVCs on law enforcement issues. The first DVC would be on Child Pornography and the second DVC would be on Cyber Crime. The audience for the DVCs would be government officials and NGOs working on these issues as well as law students from the Anton de Kom University. End Summary. ¶2. (U) PROGRAM DESCRIPTION: Post requests two DVCs on law enforcement issues. The first DVC would be on child pornography legislation and enforcement in the United States. The second DVC would be on cyber crime legislation and enforcement in the United States. ¶3. (U) TIME FRAME: Preferably during July and September 2009. Specific dates to be based on availability of speaker. ¶4. (U) PROGRAM PURPOSE: Post has a track record of collaborating with the Faculty of Law at Anton de Kom University in order to enhance the course curricula of law students. These two DVCs would bring together government officials, representatives of NGOs, and law students in order to educate them on legislation and enforcement on child pornography and cyber crime in the United States, and to provide a forum for discussion on legislation and law enforcement activities in Suriname. ¶5. (U) MSP Strategic Goal: Goal #1, Mutual US/Suriname appreciation and respect contributing to a more effective partnership. Goal #4 Evident U.S. contribution to Suriame's improved economic and social development. ¶6. (U) AUDIENCE: Invitees to the DVCs would include government officials responsible for drafting and enforcing legislation on child pornography and cyber crime. Representatives from NGOs would also be invited to the DVC on child pornography. Students studying law at the Anton De Kom University would be invited to both DVCs. The DVC facility can accommodate approximately 60 attendees. ¶7. (U) PROPOSED TOPICS AND NATURE OF EVENTS: Post requests two DVCS, one on legislation and enforcement against child pornography in the United States, and one on legislation and enforcement against cyber crime in the United States. ¶8. (U) NAME OF DESIRED SPECIALIST: Post requests assistance in identifying an appropriate speaker, preferably from Suriname's Partner State of South Dakota. ¶9. (U) LANGUAGE: English ¶10.
