1. (SBU) The Panamanian Electoral Tribunal is still
evaluating whether it will send representatives to Honduras to
provide technical assistance or serve as observers for the November
29 elections. They expect to have a final decision by November 20.
2. (SBU) A representative from the Panamanian Chamber of
Commerce (PanCham) informed Poloff 11/16 that the Honduran Chamber
of Commerce had requested that PanCham send election observers.
PanCham planned to send five people beginning November 27. Due to
their lack of experience with electoral observation, PanCham
planned to reach out to NDI and/or IRI and ask to join their
observation efforts.
