(U) POLOFF delivered Reftel demarche to acting Panamanian MFA
Director General for Foreign Policy Jose De Jesus Martinez
and European Section officer Gerardo Vega Berrio and left a
non-paper containing the USG statement on basing plans.
Martinez replied that the MFA was aware of the issue and the
US position, and told POLOFF he would convey the message to
the Foreign Minister. Post will report on any additional
information SEPTEL.
