1. (S) Canada is prepared to co-sponsor Al-Qa'ida in the Arabian
Peninsula UNSCR 1267 listing request, according to Jessica Dawson
in the Department of Foreign Affairs and International Trade's
(DFAIT) International Crime and Terrorism Division (ICT). Dawson
added that DFAIT has "no information that is inconsistent" with
that of the USG. Dawson noted two apparent inconsistencies in the
non-paper, however: differing numbers of foreign nationals
kidnapped by AQAP in June 2009 - six versus nine -- and the
substitution of Al-Shihiri's name instead of Al-Wahishi as the
"Amir of the Mujahidin in Yemen." DFAIT will continue to search
its records for any additional information to share with the USG,
Dawson promised.
