1. (C) Sheila Frazer has been a very high profile and well
respected Auditor General of Canada since 2001. She has assumed a
much more activist stance in this office than her predecessors,
sometimes to the discomfort of the government, which she has not
been shy to criticize when she has encountered failings in one of
her audits. Her work is generally viewed as fair and thorough.
She does not appear to have any direct previous experience related
to the UN. It is unlikely that the Government of Canada would try
to dissuade her from accepting such a prestigious post with the UN,
although her term runs until 2011. Canada is currently seeking a
non-permanent seat on the UN Security Council, and has been very
supportive of UN reform efforts, usually in concert with the USG.
2. (C) Rod Monette retired on October 3 as Comptroller-General of
Canada, after having served in this capacity since May 1, 2008
(following more than a year as interim Comptroller-General). He
did not have a public persona and is unknown to the Embassy.
However, he has a distinguished record of service within the
Government of Canada, including stints as Associate Deputy Minister
of National Defence (one of the most sensitive posts for a career
civil servant),and Assistant Deputy Minister of Public Works and
Government Operations as well as of the Department of Energy.
Embassy has no negative information about him. He does not appear
to have any direct previous experience related to the UN.
3. (SBU) EMBASSY will forward CVs by unclassified email to reftel
POCs.
