(SBU) In response to the demarche requested in reftel, the
Government of Canada expressed in a diplomatic note that it
will support the candidacy of the US for re-election in the
IMO Council under Category A, with the "understanding" that
the US will support Canada's candidacy for re-election to the
IMO Council under Category B. NOTE: In their diplomatic note
the Government of Canada sought written confirmation of this
agreement despite its official's earlier verbal
acknowledgment that Canada knows the US does not disclose its
votes before or after elections. END NOTE.
