1. (C) According to Department of Foreign Affairs and
International Trade (DFAIT) Senior Policy Advisor for NATO
Operations Amy Galigan, Canada "agreed totally with the
essence" of ref a points on the need for NATO members to
support Operation Ocean Shield. Galigan said that she was
not aware of a policy directive from DFAIT or the Department
of National Defence instructing Canadian missions to demarche
allies on the subject, but noted that Canadian officials
overseas had reported making similar points in their
conversations with European allies.
2. (C/NF) Galigan remarked that she had come to expect
disappointing results at NATO force-pledging events, such as
the one on June 10, but that Canada hoped allies would be
more forthcoming when defense ministers meet later in the
week. Ottawa already had decided to deploy a frigate to
piracy-affected areas in and around the Horn of Africa from
December 2009 through March 2010, but had not yet determined
under which task force or combination thereof it would sail,
she added.
3. (C/NF) Canada's "default first choice" would be to assign
its frigate to NATO's Standing Naval Maritime Group (SNMG),
Galigan commented, but officials in Ottawa had decided to
keep their options open for now.
