1. (C) Department of Foreign Affairs and International Trade
Senior Policy Officer Che van Haastrcht expressed
appreciation on June 2 for ref a, noting that it had
"significantly influenced" the interagency effort underway to
reinvigorate Canada's counter-proliferation regime. In part
due to need to take time to reflect on the comprehensive U.S.
response to the dozens of detailed questions posed in ref b,
he said, the Canadian interagency had sought and received
approval from the Privy Council Office to postpone from June
to this autumn the delivery of its final report and draft
legislation to Cabinet (septel).
2. (C) Comment: While it is too early to declare victory,
ref a contents appear to be playing a helpful role in shaping
future Canadian counter-proliferation policy and practice.
This should lead to even greater bilateral policy
harmonization and practical cooperation on shared
counter-proliferation priorities. Many thanks to ISN/CPI for
its excellent work in the face of what had seemed an
impossibly short deadline. However, please note that the
possibility of another autumn federal election (as in 2008)
could hamper the Cabinet approval process again. End comment.
