1. (C) In response to reftel demarche, Department of Foreign
Affairs and International Trade (DFAIT) Human Rights Policy
Director Gwyn Kutz confirmed to POLOFF on April 1 that Canada
will support the U.S. candidacy for the UN Human Rights
Council (UNHRC). Separately, DFAIT Deputy Director for Human
Rights Policy Victoria Berry (just returned from Geneva,
where she said she met with DRL officials) stated that Canada
is "very pleased" with the U.S. decision, which will have a
positive effect on the work of the Council and human rights
in general; supporting the U.S. is a "no-brainer." Berry
also noted that she assumed that Belgium and Norway remain
the other candidates for the Western Europe and Other States
Group. Canada's term on the UNHRC expires in June.
