1. (C) In response to reftel points, Department of Foreign
Affairs and International Trade (DFAIT) Senior Nuclear Policy
Officer Ryan Hewer confirmed to pol/miloff on February 25
that the Canadian delegation will "be prepared to make
suitably firm" national statements on Iran and Syria, as well
as on the DPRK, at the upcoming meeting of the IAEA Board of
Governors (BoG). DFAIT has not yet determined whether it has
the capacity available to demarche other BoG members to do
the same, he added, but promised to report back on the matter
"soon."
2. (C) Canada also is prepared to advance transparency by
supporting a vote on the release of IAEA Director General
ElBaradei's report on Syria, Hewer noted. He explained,
however, that Canada was not now in a position to take the
lead on another vote, due to its already active role on other
IAEA Middle East issues.
