1. (SBU) In a meeting October 21, 2009 at the Norwegian
Police Security Service Headquarters (PST) in Oslo, a team
from the Terrorist Screening Center (TSC),the Office of the
Coordinator for Counterterrorism (S/CT),and the US Embassy
reached an agreement with the PST on the text of a HSPD-6
terrorism-information exchange arrangement.
2. (SBU) The meeting was attended by Rick Kopel, Principal
DG of the TSC; Diane Bean, Director of Terrorism Information
Sharing, S/CT; Lyn Brown, General Counsel TSC; Kathryn Youel
Page, Attorney Advisor S/CT; Arthur Sepeta, Junior Counsel
TSC; Consul and Vice Consul. The Norwegian side was led by
Maria Saeloer, Assistant Chief of Police; Kjell Egge,
Assistant DG of the Section for Treaty Law, MFA; and Tonje
Meinich, Legal Advisor, MOJ.
3. (SBU) Negotiations went smoothly with a well prepared
Norwegian team focused on clarifying a few points on data
access and sharing. After a thorough line by line read
through and revision of the text, both sides were satisfied
with the end result. The agreement text now awaits final
review and interagency processing within the GON. Barring
unforeseen delays, the Norwegians believe they can sign the
agreement before the end of November.
4. (C) Saeloer clarified that the terrorism screening
information PST would provide will include persons of both
Norwegian and non-Norwegian citizenship. She also stated that
the list would be very short, perhaps fewer than ten names.
Saeloer explained that under Norwegian law, membership in a
terrorist organization alone is not illegal and would not
form the basis for watchlisting. Those on their list have
links to actual terrorist activities, she said.
