1. (U) Due to unforeseen circumstances, Norwegian Prime
Minister Jens Stoltenberg must return to Oslo on Wednesday,
September 23, and therefore will be not/not represent Norway
at the Friends of Democratic Pakistan Summit as originally
reported Ref A. Norway will be represented instead by
Foreign Minister Jonas Gahr Stoere. MFA Senior Advisor Knut
Espeland told PolOff September 21 that Norway did have
substantive announcements to make at the FoDP Summit, and
remained hopeful that Foreign Minister Stoere would be able
to make remarks in PM Stoltenberg's absence.
2. (U) FM Stoere will be accompanied by Norway's Permanent
Representative to the UN Ambassador Morten Wetland and MFA
Communications Assistant Director Ragnhild Imerslund, in
addition to MFA Af/Pak Director Kanavin and MFA Af/Pak
Advisor Espeland as reported in reftel A.
