1. (U) Norway's MFA Af/Pak Director Ambassador Janis Kanavin
told PolOff September 16 that newly re-elected Prime Minister
Jens Stoltenberg will attend the September 24 Friends of
Democratic Pakistan (FoDP) summit. Kanavin said that PM
Stoltenberg would like to make remarks at the summit and that
his remarks would be limited to two minutes; he requested
that PM Stoltenberg be scheduled to speak as soon after Prime
Minister Brown as possible. Ambassador Kanavin confirmed
that he, as well as note-taker Knut Espeland (a senior
advisor at MFA),would be two of the four-member delegation
accompanying PM Stoltenberg. The other two members have not
yet been decided.


2. (SBU) Kanavin added that the Malakand Pilot Project, and
the FoDP focus on energy are Norway's top two FoDP
priorities. He described the Malakand project as more of a
doctrine and "pilot for commitment," which needs an
implementation plan built upon a needs assessment, and
support from the Banks and the UN. He commented that Saudi
Arabia and other Gulf states would not/not support the Border
Trust Fund, and expressed surprise that the initiative was
moving forward, given their lack of support.
