1. (S) Poloff formally delivered reftel points on August 13
to Erling Rimestad, Head of the Norwegian Ministry of Foreign
Affairs (MFA) Asia section, and Bjorn Midthun, MFA Assistant
Director General working in the Disarmament and
Nonproliferation Section. All of reftel points were also
made previously to different GON officials on Monday, August
10, with the visiting U.S. National Security Council Senior
Director for Asia, Jeffrey Bader. Mr. Bader, who happened to
be in country on private and personal travel when the
developments took place, made comments covering all of the
points directly to: the Foreign Minister, Jonas Gahr Stoere;
Ingvar Havnen, Chief International Affairs Advisor to Prime
Minister Stoltenberg; Thomas Holten and Jan Olsen, of the
Norwegian Ministry of Defense's Policy Planning Section; and
Steffen Kongstad, MFA Director General in the Security
Policy Section. Embassy staff were present at all of Mr.
Bader's meetings. The Norwegian government is aware, at both
the highest level and at the working level, that our policy
on the nuclear issue in the Democratic Peoples Republic of
Korea remains unchanged by the Clinton trip.
