1. (U) Per instructions in reftel, post collaborated with the
Russian EMBASSY in Oslo to notify of the United Nations
Office on Drugs and Crime (UNODC) observer status in the
Global Initiative to Combat Nuclear Terrorism (GICNT),using
language provided in reftel. Persons post notified in the
GON were: Carl Salicath (GICNT point of contact in the MFA
Section for Global Security Issues),Anita Nergaard (Section
Chief of the same section) and Bjorn Midthun (Assistant
Director General in the MFA Section for Disarmament and
Nonproliferation).
