2. (SBU) DPOB: 17 January 1956, Engels, Kazakhstan
3. (SBU) Justification of Special Public Benefit Parole
request: The full justification for parole is classified and
contained in reftel, 09 Oslo 412. There is a USG interest in
Mr. Israilov's temporarily entering the United States while
his case is proceeding at the European Court for Human Rights
in Strasbourg, France. His family will remain in Norway
where he and they have refugee status.
4. (SBU) Proposed parolee's address abroad: parolee's family
will continue to reside at Myrane 9, Stryn, 6783 Sogn og
Fjordane, Norway.
5. (SBU) CLASS namecheck was made, and no hits were returned
for this applicant.
6. (SBU) Financial support for Mr. Israilov's stay in the US
has been gathered by the Chechnya Advocacy Network and
several other US and Europe-based human rights organizations.
The Chechnya Advocacy Network has significant experience
working with temporary visitors to the United States from the
North Caucasus.
7. (U) DRL/AE (Susan M. Corke) has concurred in this request.
8. (SBU) Applicant plans to travel as soon as possible to the
US and enter through New York.
9. (SBU) There will be no accompanying family members.
10. (U) CLASS namechecks on accompanying family members: not

11. (SBU) Applicant is not the subject of a previous parole
recommendation or interagency discussion. Reftel is post's
