(C) MFA Madagascar Desk Officer Kathrine Rath confirmed on
April 15 that the GON will continue freezing state assistance
to Madagascar. She stressed that the GOM must take steps
toward national reconciliation for any aid restoration--moves
which have not occurred. Rath described Andry Rajoelina's
recent national forum as inadequate, as not all Madagascar
groups were represented. Post will additionally report on
any substantive developments.
