1. (C) On December 3 POLOFF delivered reftel points to Cyprus
MFA Head of Department for Asia and Oceania Marios
Kountourides. Kountourides thanked the USG for sharing its
views and said that the GOC holds the positions set forth in
relevant EU documents concerning the DPRK. He is traveling
to Brussels on December 4 for a meeting of the EU Working
Group on East Asia and is confident that the issue of human
rights in the DPRK will be on their agenda in light of the UN
Third Committee's recent report on human rights abuses in the
DPRK. Kountourides reiterated that Cyprus strongly supports
the principles of human rights and international law, and it
condemns human rights abuses wherever they may occur.
