¶1. (SBU) Per reftel request, Post has urged the GOC to support
re-election of the United States to the IMO Council in Category "A."
On September 25, Mr. Serghios Serghiou, Director of the Department
of Merchant Shipping (under the Ministry of Communications and
Works) offered us his verbal assurances that, as in years past,
Cyprus was planning to support US re-election but that it was also
looking forward to mutual support from the USG for Cyprus' candidacy
to Category "C" of the IMO Council. We reiterated USG policy of
being unable to agree to reciprocal support but reassured Serghiou
that the USG would give the Cypriot candidacy its full
consideration.
