(C) On September 21, Ambassador shared reftel points and USG
redlines regarding speeches at the UN General Assembly with
Cyprus MFA Permanent Secretary Nicholas Emiliou. Emiliou was
aware of the EU Political Directors meeting taking place
September 21 and told the Ambassador that Cyprus would follow
EU consensus on agreeing to USG redlines for a walkout. In
the event that the EU cannot reach consensus, the ROC would
take U.S. views into account.
