1. (C) On September 10, POLOFF delivered reftel points to
Cyprus MFA European Correspondent Helena Mina. Mina welcomed
the USG positions on the Eastern Partnership and Georgia, but
stated that the GOC had no feedback to share on these issues
at present. On the situation of IDPs in Sri Lanka, Mina
stated that she was unsure whether the issue would be raised
at the GAERC, but acknowledged the situation was both
unfortunate and in urgent need of resolution. On the issues
already discussed in advance of the Gymnich (Israel-Palestine
peace, Iran and Afghanistan/Pakistan),Mina had little new
information to share, but did relate that the non-paper on
Afghanistan and Pakistan circulated by the Swedes was
discussed at the Gymnich and ideas for making it more focused
were shared by the EU Foreign Ministers. Nevertheless, Mina
stated that the anticipated strategy paper has still not yet
been prepared, and therefore, it would probably not be
discussed at the September GAERC.
