1. (S) On July 10, Poloff delivered reftel points to
Counselor Panayiotis Papadopoulos in the MFA's Department of
Multilateral Affairs. Papadopoulos stated that the GOC is
eager to participate in the Australia Group Plenary and
agreed that the most likely role for the GOC would be during
the Enforcement Experts meeting. Papadopoulos also said that
he would raise the issue with the Ministry of Commerce,
Industry and Tourism, as well as with the Ministry of
Finance's Department of Customs and Excise. Papadopoulos
expects that both Ministries will gladly participate, but he
added that, if there is any reluctance, he "would twist a few
arms" to ensure Cyprus' participation.
