1. (C) On June 22, Poloffs delivered reftel points to MFA
Department of Common Foreign and Security Policy Acting Head,
Charis Christodoulidou. Christodoulidou stated that the GOC
supports USG positions and existing security institutions.
She added, however, that increased dialogue with Russia
should be welcomed and the Corfu Ministerial presents a
"chance we shouldn't miss." According to Christodoulidou,
the GOC would prefer that there be "no preconditions" to
talks with Russia, but accepts that any security discussion
must include a look at both "soft" and "hard" issues. While
admitting that the GOR has in the past seemed willing only to
discuss the latter, she said the GOC believes the GOR has
recently shown increased willingness to discuss "soft"
security as well. While agreeing that an open-ended roadmap,
such as the USG-proposed "agenda for dialogue", could be a
useful result from Corfu, Christodoulidou stressed that such
a roadmap should avoid "setting timetables".
