(C) In response to Ref A, PolChief on March 27 informed MFA
Americas Desk Officer Nikos Panayi that the U.S. had
concluded its Afghanistan and Pakistan strategic reviews and
encouraged Cyprus to support related deliverables for the
April 5 U.S.-EU Summit in Prague. Panayi replied that the
need to "get Afghanistan right" was becoming an ever-higher
priority for the EU -- and for Cyprus. The RoC had lobbied
hard for an invite to the March 31 conference on Afghanistan
in The Hague and intended to send MFA Permanent Secretary
Nicholas Emiliou to lead its delegation. Panayi had
recommended that Cyprus commit to making an (unspecified)
financial pledge for Afghanistan, and Emiliou had agreed in
principle. Regarding Pakistan, Cyprus generally supported
the U.S. position that the EU should intensify political and
economic support for Islamabad's democratically-elected
government. The Embassy intends on March 30 to deliver the
"White Paper of the Interagency Policy Group's Report on U.S.
Policy toward Afghanistan and Pakistan" (Ref B) to
higher-level MFA officials and will report an reactions
septel.
