(C) On March 19, Poloffs delivered reftel points on
non-recognition of Abkhazia and South Ossetia to MFA Russia
Desk Officer Salina Shambos. Shambos stated that the GOC
agrees with the USG position on Georgia's territorial
integrity and sovereignty, and added that there has been no
"direct pressure" on EU member states from Russia to
recognize the breakaway regions. Shambos said that the GOC
maintains good relations with both Georgia and Russia; while
Cyprus' position on Georgia's territorial integrity "cannot
and will not change," constructive engagement with Russia and
an understanding of the GOR's point of view regarding
Abkhazia and South Ossetia are necessary components to
furthering stability in the region. On the issue of the
Russian bases planned for Abkhazia and South Ossetia, Shambos
reaffirmed Cyprus's support of the recent EU statement
condemning this action.
