(C) The Embassy on February 23 transmitted to the Cypriot
MFA Ref B non-paper and CV in support of Judge Mark Painter's
candidacy to the UN Appeals Tribunal (UNAT). In a follow-up
telcon on February 25, Mulitilateral Affairs chief Antonis
Toumazis advised that Cyprus was giving full consideration to
Painter's candidacy, which it viewed "favorably." The
Embassy engaged Toumazis again on February 27 on receipt of
Ref A, learning that he had prepared an action memorandum on
the UNAT vote for Minister Markos Kyprianou's decision (Note:
in Cyprus's small, centralized MFA, decisions on
international organization votes normally go at least to the
Vice FM level.) Despite some gentle prodding, Toumazis would
not reveal which candidates remain under consideration.
