1. (C) The Embassy Niamey RSO provided ConOff information
received in ref b dated 17 July 2009 that &As of early June
2008, Mali-born Seiqa Tijany (Ozam) was a member of al-Qa'ida
in the Lands of the Islamic Maghreb (AQIM). He was
responsible for AQIM logistics in the Saharan regions of
Mali, Algeria, and Niger. In late 2008, Ozam participated in
the kidnapping of Europeans in northern Mali.8
2. (C) This information was provided by the Hungarian
Military Intelligence Office (MIO) during a routine liaison
exchange. MIO obtained the info from specific sensitive
technical sources. (Note: The reporting may be circular,
and therefore should not be considered corroboration of
separate reporting on same subject. End note.)
3. (U) This information is provided for watchlisting purposes
as the Department and the National Counter-Terrorism Center
(NCTC) deem appropriate.
