1. The following individual is identified to attend the USAFRICOM
Africa Endeavor Initial Planning Conference in Dakar, Senegal from
13-16 January 2009.

POB: Niamey, Niger
Title: Information Technology Program Director, Mission Planning and
Management Cell (MPMC),ECOWAS Commission, Abuja, Nigeria
2. EMBASSY Niamey has reviewed its files and has found no
information concerning human rights violations by the individuals
listed above as of January 5, 2009.
3. There is no record of the above individual having any past or
current ties to the PSI Company of the Armed Forces of Niger (FAN).
Lt Col Ibra Boulama Issa will be attending the conference as a
representative of the ECOWAS Commission and NOT as a Host Nation
nominated attendee.
4. Additional DAO coordinating activities cannot be completed
without receiving official notification of vetting status.
