SUBJECT: Anti-Referendum Consortium Forms, Plans Caravan
1. A new political party consortium, Front for the Defense of
Democracy (FDD),announced its plans to conduct an "anti-Tazartche"
(Note: Hausa for "Let it continue." End note.) caravan with
conference/debates in all eight regions of the country, beginning on
May 30 in Diffa and ending on June 9 in Niamey.
2. This effort, which involves both opposition and some ruling bloc
political parties, includes civil society participation, including
the major confederation of trade unions. The caravan seeks to drum
up public awareness and sentiment against President Tandja's plan to
have a referendum to draft a new constitution without presidential
term limits.
3. Minimize considered.
