1. (SBU) This is in response to reftel, seeking Post input on OPIC
providing a direct loan to Root Capital, a 501(c)(3)for the purpose
of expanding its global financial services business as a non-bank to
farmers and artisans, agricultural companies and cooperatives
globally.
2. (SBU) The only information Post was able to uncover about Root
Capital doing business in India was what Root Capital had self
listed on its website. However, this could not be confirmed in
country. After conferring with OPIC's Mitchell Strauss, she
contacted Root Capital in the United States and informed Post that
while Root Capital had done business in India many years ago, it had
nothing currently in India and nothing planned for the immediate
future. As a result further input from Post was not required.
