1.(C) Following up on Ref A, A/DCM delivered points on the
Afghanistan-Pakistan Strategic Review to MEA Joint Secretary
(Pakistan, Afghanistan and Iran) TCA Raghavan on April 2.
Raghavan expressed his government,s satisfaction with our
new policy on Afghanistan and Pakistan as outlined in the
White Paper. Expressing his view that Afghanistan and
Pakistan must be treated together, Raghavan pointed out that
India has much in common with USG goals in the region and
that the strategic review makes &very good, positive8
points.
2.(C) Raghavan shared two concerns -- reiterations of points
the GOI had made in the past: that the Indian Government 1)
does not believe in making a distinction between &good8 and
&bad8 Taliban, and 2) believes it is futile, even
counterproductive, to provide increased military assistance
to Pakistan.
3.(C) Raghavan commented that dealing with the Taliban should
neither be arbitrary nor flexible. He expressed concern that
extremists would take advantage of the new U.S. willingness
to talk to reconcilable insurgents. Regarding military aid,
Raghavan referred to past "misallocation of funds," saying
that &much of the aid ended up being used on things which it
was not originally intended for.8
