1. Unauthorized disclosure of the information provided below is
prohibited by Section 12(c) of the Export Administration Act.
2. On March 26, 2009, Export Control Officer (ECO) Paul Cushman and
FSN Shailendra Srivastava conducted a Pre-License Check (PLC) at
Flextech Limited (FLEXTECH) in Hyderabad.
3. BIS requested a PLC at FLEXTECH, located at the Balanagar
Industrial Area, Hyderabad. FLEXTECH is listed as the ultimate
consignee for a 1,000 square foot roll of polyimide film controlled
under ECCN 1C008. The license applicant is Rogers Corporation of
Rogers, Connecticut.
4. ECO and FSN Srivastava met with Mr. Ajay Nair, Chief Executive
Officer, Mr. Y.V. Rao, Deputy General Manager, and Ms. P. Suseela
Vardhani, Deputy Manager, in the FLEXTECH conference room.
5. FLEXTECH representatives were not familiar with BIS regulations
and this was the first visit by BIS officials to their facility.
Rao provided copies of the following documents relating to this
procurement: Rogers Quotation, FLEXTECH Purchase Order, and the
FLEXTECH End-Use Statement.
6. Vardhani stated that the polyimide film will be used in the
production of flexible printed circuit boards. This material is
prized for its tear resistance and flexibility endurance.
7. Established in 1992, Flextech Limited is a manufacturer of
various flexible printed circuit boards. FLEXTECH employs
approximately 85 personnel. A private security force is on duty at
the facility around the clock.
8. Recommendation: At the time of this visit, Flextech Limited
appeared to be a suitable recipient of this controlled technology.
FLEXTECH cooperated fully with the BIS team, has a demonstrated need
for the technology, and understands its responsibilities with
respect to the Export Administration Regulations.
