1. (SBU) Poloff delivered by fax ref A demarche March 3 and
ref B demarche March 13 to Gaddam Dharmendra, formerly
director and newly appointed Joint Secretary for Disarmament
and International Security Affairs (DISA) at the Ministry of
External Affairs (MEA). Second Secretary at the Embassy of
the Republic of Korea Song Jung He, in coordination with
Post, delivered to Dharmendra the April 14-15 workshop draft
agenda and registration forms. The Embassy of the Russian
Federation has not actively joined in the demarche. DISA
Under Secretary Mr. Vipul confirmed by phone March 17 receipt
of the documents and said he expected India would participate
in both the workshop and the Exercise Planning Group. MEA
was waiting for confirmation and nominations from the
Department of Atomic Energy in Mumbai, but Vipul anticipated
India would register for the events before the deadline at
the end of March.
