1. Unauthorized disclosure of the information provided below is
prohibited by Section 12(c) of the Export Administration Act.


2. On February 5, 2009, Export Control Officer (ECO) Paul Cushman
and FSN Shailendra Srivastava conducted a Post-Shipment Verification
(PSV) at First Indian Corporation Private Limited (FIC) in
Hyderabad.


3. BIS requested a PSV at FIC, located at Swarnajayanthi Complex,
S.R. Nagar Post, Hyderabad. FIC was listed as the ultimate
consignee for two Wicks and Wilson FS300 Fiche Turnkey Scanning
Systems manufactured by Lason Systems Inc. of North Hollywood,
California. Export License: No License Required.


4. ECO and FSN Srivastava met with Mr. Raghu P.V., City Manager, and
Mr. K. Satyanarayana, Manager-Administration, in Raghu's office.
Raghu explained that FIC serves as a central repository for title
information for every piece of real estate in the United States of
America. FIC continually expands and updates this database and
makes these records available to their subscribers via the
internet.


5. FIC representatives were familiar with BIS regulations. However,
this was the first visit by BIS officials to their facility.
Satyanarayana provided copies of the following documents relating to
this transaction: FIC Purchase Order, Lason Invoice, Lason Packing
list, Air Waybill, and a receipt for duties paid to the Indian
Customs Authority.


6. Raghu confirmed the stated end-use. He explained that in
America, older property records are stored on microfiche. FIC uses
the scanners to convert this microfiche media to digital media.
Special software then extracts key pieces of information from each
record, allowing it to be indexed and making it searchable.


7. After the meeting, the BIS team was given a tour of the FIC
facility. ECO physically verified the scanning systems and recorded
their serial numbers as 8101027 and 8101024. Both units were
manufactured in February 2006.


8. Established in 1994, First Indian Corporation Private Limited, a
subsidiary of First American Corporation, is a leading provider of
offshore transaction and technology services to the real estate
information and mortgage industries. FIC employs approximately
6,000 personnel. Private security is on duty at the facility around
the clock.


9. Recommendation: At the time of this visit, First Indian
Corporation Private Limited appeared to be a reliable recipient of
this controlled technology. The items on check were physically
verified and were being used in a manner consistent with the Export
Administration Regulations.
