(SBU) Drawing on Ref A points, PolCouns on October 23 urged
Indian Ministry of External Affairs Joint Secretary UN
Economic and Social Division (UNES) Rajiv Misra to support
our ICSC candidate Lucretia Myers. In a follow-up
conversation between Poloff and UNES Under Secretary Rajeev
Kumar on November 3, Kumar explained that the GOI will vote
for Ms. Myers, if the USG will support India's candidate for
the UN Advisory Committee on Administrative and Budgetary
Questions (ACABQ) next year. We replied that the USG does
not ordinarily swap votes in this manner and that the GOI
should instead focus on Ms. Myers' excellent qualifications
for the position. Please provide further guidance if
Department wishes Post to pursue the GOI proposal of
reciprocal candidate support.
