1. (SBU) Poloff conveyed reftel points on October 9 to
Ministry of External Affairs Director for United Nations
Political Division (MEA/UNP) Sanjay Rana, Joint Secretary
Bhattacharjee's deputy on these issues. Rana said the UNP
Division knew the USG had not supported or accepted the 2007
compromise text proposed by Greece.
2. (SBU) Poloff explained that the USG agrees with India's
preference for the 2002 text and would support India's
approach to add preambular language, but that we would prefer
only a reference to the Global Counterterrorism Strategy
rather than a direct quote that would include language
regarding self-determination. Rana acknowledged our request
and noted that if the USG accepts the 2002 text, by default
the USG should accept the 2005 text as "the two are one and
the same." He agreed to pass our message up and may contact
us for clarification. Post is prepared to re-engage with
Rana if Department wishes to provide necessary guidance.
