1. (SBU) This is in response to reftel, seeking Post input on OPIC
providing a direct loan to Eye Fund I ("Eye Fund I"),a social fund
managed by Deutsche Bank Social Investment Group for the purpose of
supporting five downstream loans into the eye care sector in certain
developing countries. One of the subloans from Eye Fund I, will
flow to Dr. Shroff's Charity Eye Hospital (Shroff),managed by Mr.
AK Arora (Mr. Arora),located in India.
2. (SBU) Post is unaware of any reports of Mr. Arora, Shroff, or
its investors being involved with terrorism, money-laundering,
corruption or violations of law, or any derogatory information that
would indicate that OPIC should not make a direct loan to the Eye
Fund I that would flow to Shroff.
