1. (C) In a May 15 meeting with Indian Foreign Secretary
Shiv Shankar Menon, Ambassador Burleigh urged the Indian
government to press Burma's government to release Aung San
Suu Kyi from house arrest. Noting reports of the bizarre
incident involving an American citizen who tried to meet with
ASSK, Menon said that the GOI had urged the Burmese
government not to overreact to the situation. Burmese
authorities were advised by India that a strong response to
the incident would only confirm prejudices many have about
the government.
2. (C) Menon said that India was able to talk to Burma as a
friend because of New Delhi's policy of engaging with the
regime. He noted that messages to the Burmese government had
the greatest affect when both India and China spoke together
on a subject. Such coordination had occurred in 2007 and had
continued for some time, but had slackened over the past
summer.
