1. (U) On December 2, the PD Section distributed materials in
reftel on President Obama's Afghanistan speech to key EMBASSY
contacts. Informal reactions were positive, with both government
officials and civil society reps making clear that they appreciated
our outreach effort and hoped we would continue to provide updates
on U.S. efforts in Afghanistan, Iraq and elsewhere in the Middle
East.
2. (U) Chad's mixed but predominantly Muslim population (54 per
cent, based on the recent census) watches developments in the Muslim
world with concern, as religious tolerance has long been a cultural
norm here and citizens of all persuasions are eager to maintain this
aspect of their traditional society. There have been no major
outbreaks of religious-based violence since 1979.
