1. (SBU) Post has an ongoing dialogue with the Government of
Chad regarding the recruitment and use of child soldiers in
the Chadian armed forces, in Chadian armed opposition groups,
and Sudanese rebel groups operating in Chad. Post delivered
Ref A demarche November 30 to MFA interlocutors as part of
this dialogue and will continue to brief additional GOC
officials in the coming weeks and months.
2. (SBU) The GOC in is in the midst of a sensitization
campaign against the use of child soldiers (Ref B) and
expects to develop an action plan to further address the
issue. Post will report Septel as the action plan is
formulated.
